Parks & Rec Master Plan

The City of Winkler is developing a Parks and Recreation Master Plan to help guide the future of parks, trails, playgrounds, recreation facilities, programs, and public spaces in the community.

The plan will look at what the city has today, what is working well, where improvements may be needed, and what should be considered in the future. It will help guide decisions about priorities, upgrades, and future investments.

Why This Project Matters

Parks and recreation spaces help make a community healthy, active, and connected. They provide places to play, gather, relax, exercise, and enjoy time with family and friends. As Winkler continues to grow, it is important to plan ahead so parks and recreation opportunities continue to meet community needs.

  • The project begins by reviewing existing information to understand the current state of parks and recreation in Winkler.

    This will include:

    • Current parks, trails, playgrounds, and recreation facilities

    • Existing plans, studies, and policies

    • Population growth and community trends

    • Recreation participation trends

    • How other similar communities plan for parks and recreation

    This phase helps build a strong starting point for the project.

  • Community input is a key part of the plan. Residents, user groups, youth, organizations, and stakeholders will be invited to share ideas, experiences, and priorities.

    Engagement opportunities will include:

    • Community survey

    • Open houses

    • Pop-up events

    • Meetings and discussion sessions

    • Youth engagement opportunities

    This phase helps ensure the plan reflects what matters most to the community.

  • Information gathered through research and engagement will be reviewed to better understand current needs and future opportunities.

    This will include:

    • What is working well today

    • What parks or services may be missing

    • Areas under pressure or growing demand

    • Recreation needs for different ages and interests

    • Opportunities to improve access and inclusion

    This phase identifies where future attention may be needed.

  • Using everything learned so far, the project team will prepare directions and recommendations for the future.

  • A draft version of the Master Plan will be shared with the City and community for feedback. This is an opportunity to review the proposed directions before the plan is finalized.

  • After feedback is reviewed, the final Parks and Recreation Master Plan will be presented for approval. Once adopted, the plan will help guide future parks and recreation decisions in Winkler for years to come.
